What is supplied
Single rooms in licensed houses in multiple occupation, with a shared kitchen, bathroom and living space. Five lettable rooms per property is the standard configuration, one adult per room. The household is placed by the council under its duty under Part 7 of the Housing Act 1996.
The company does not supply self-contained accommodation, bed and breakfast or hotel rooms, and does not accommodate households with children or pregnant women, because privately managed accommodation with shared facilities is bed and breakfast accommodation for the purposes of the Homelessness (Suitability of Accommodation) (England) Order 2003 and is unsuitable for those households beyond six weeks. Prime Orchard Residential is not a registered provider of social housing and provides no care, support or supervision.
No placed household is asked for rent, a deposit or a fee of any kind. Payment comes from the council.
What the authority is exposed to
Payment for occupied rooms only. There is no forward commitment, no minimum volume and no exclusivity, so the council’s exposure if the company fails is one week of rent rather than a contract. No capital and no borrowing is required from the authority.
The compliance position on every property
No property is offered before each of the following is held in writing and available for inspection.

Every document is produced on request within seven days. If an officer wants to inspect before a placement is made, the company arranges it rather than resisting it.
Living arrangements
Each property has a single secure entrance door, locked at all times, with every occupier holding a key. Each letting room has its own lock, openable from the inside without a key. Occupiers have access twenty four hours a day and there is no curfew. Room and property inspections are carried out weekly.
On accessibility, the stock the company targets is two and three storey terraced housing, which is not suitable for an occupant with significant mobility impairment. Where a property offers a ground floor letting room with a ground floor bathroom and level access, the company identifies it as such when the unit is offered.
When something goes wrong
Anything involving fire, crime, violence or a medical emergency goes to 999 first, and occupiers are told so in writing on the day they move in. Everything else is triaged against a published standard.

Cover is named rather than assumed. During any period when the director is unreachable the company telephone diverts to a named deputy, who holds keys, the contractor list and written authority to instruct a contractor up to £500 per incident without prior approval, and who works to the same response times. The placing authority is given that name and number in writing before the first occupier moves in, and is told in advance of any planned absence of more than three days.
Policies
Written policies cover safeguarding, anti-social behaviour, complaints and fire safety, and are sent to a named officer on request.
On safeguarding, the designated lead is the director, concerns are referred to the local authority’s adult social care service and to the placing officer on the same day, and records are kept for six years. Where a concern involves the director it goes directly to the authority without passing through him. On complaints, a complaint is acknowledged within three working days, answered at stage one within ten and reviewed at stage two within twenty.
The Renters’ Rights Act 2025 creates a landlord redress scheme that private landlords will be required to join, and the company joins it as soon as membership opens to it or becomes compulsory. A complainant who remains dissatisfied at stage two is told in writing that the matter can go to the placing authority, to the council’s private sector housing team, to court, or to that scheme once the company is a member.
Commercial terms and invoicing
Charges are agreed per occupied room per week in advance of any placement, and invoiced monthly in arrears against a purchase order number on thirty day terms. The company is not registered for value added tax, so no value added tax is charged. Payment terms and the escalation route for disputed charges are agreed in writing before the first placement rather than left to custom.
